If Raikou wasn't stuck with pressure and Rash and had his DW ability released as well as access to his event moves without the event, he and Jolteon would probably trade spots.

Oh look, Smorons telling which Pokemon you shouldn't use again.
If someone uses it, it's because they have a use for it. Let people play with the Pokemon they want to use.
It's not because you can't use it that other people don't know how to.

And even if it went to UU people would still use it.

Jolteon is a fairly decent Pokemon. It may have its faults, but I couldn't call it "bad".

That's not real unpredictability though, it's basically just "Hope the other player doesn't know what they're doing".

If your plan hinges on the opponent not being a good player then it ain't a good plan

I like Jolton but you do have a point. Jolteon is pretty easy to predict/counter.

The same can be said about other Pokémon too, like Alakazam, Donphan, Lucario and more.
Does that make them bad?

At least they can be effective in what they do. As TC mentioned in the OP, people who use Jolteon tend to do worse than those who don't.
