Save Files?

My brother is getting X when it comes out, yet he has an 11 year old daughter who also would wanna play, but Pokemon only allows 1 save data. Does anyone know if Pokemon will have at least 3-4 save files?? Or are we still stuck in the 90s with only one save data?

We're still stuck in the 90s, unfortunately. It's a marketing tactic, sort of.

That said, if your brother has an 11 year old daughter, he should be able to afford two games, right?

2 games yes, 2 3ds is another story.

Do they have to play at the same time? If not, then you don't need two 3DS's

Yes, GF made it clear they only want 1 save file per game, sorry to say.

Given the nature of the game, and connectivity thereof, I suspect it's easier in a lot of ways to limit you to a single save file.

However, if you download it from the eShop, you could download a separate copy to multiple different SD cards to effectively have multiple save files - that can never ever ever trade or battle directly with one another, mind.
