The other programs may be free. but poke builder seems easier to use and comprehend. Plus I can use it on my phone. It's not like poke builder costs a lot its just 99 cents
You seem to be glancing over the more problematic issues with paying for hacking tools.
The tools to do this when free, are a grey area situation where Nintendo/GameFreak doesn't like you doing it, and they put in some anti-hacking methods, but they can't technically stop anyone.
When it becomes paid, even for the pittance that is 99 cents, it becomes enforcable. They can pursue the developer^, and in some rare cases the end users* legally.
Put simply, it is not worth paying for something like this, as the risk no matter how slim, outweighs the rewards.

But its on Apples App store so they have to some restrictions on building a app. If they shut down the developer so what? Its just 99 cents
1. Apple isn't perfect. Dodgy apps get on the store all the time, and can take months to disappear.
2. It's not worth risking your iPhone/iPod/iPad with a dodgy 99 cent app, and possibly your account as well just to hack a game.
3. You obviously still don't realise the sort of trouble you could get in just by paying for one of these tools.
