Pretty sure it has more then enough attack to punch threw multi scale and enough bulk to survive a non boosted outrage.
Garchomp can't "punch through" any Dragonite's Multiscale if it has 252 HP EVs, even if Garchomp has Choice Band.
And Garchomp can't survive an unboosted Outrage unless Dragonite isn't investing in Attack. Anyway, since it's guaranteed that Dragonite can retaliate, it doesn't much matter since he could easily use Dragon Dance and then even a Dragon Claw would probably be enough.
So yeah, it's a fact that a defensive Dragonite with Dragon Dance always beats Garchomp.
Punching through a defensive Multiscale...is not easily done without Ice moves.

Better base speed than Garchomp. Able to smash most walls, Physical or Special. Packs a better BA Dragon move that doesn't lock it in for at least two turns. Can heal itself. Not x4 weak to Ice making it harder for Ice Shard KOs. Burn doesn't phase it. And, immune to Ground.
For a second, I thought you meant that Latios can be both Physical and Special, lol.
