So basically, it's another entry hazard. Instead of hurting Pokemon when they switch in, it hurts them when they switch out. It damages like Stealth Rock, but with Fire vulnerability type matchups instead. Removed by Rapid Spin, Magic Bounce/Magic Coat, Defog, and Surf.

If the combined hazards would exceed the cap, then only the maximum number of hazards are set up. The target is afflicted by the thrown entry hazards as it would be if it were switched in, except that Flying-types and Pokémon with Levitate are not immune to thrown Spikes or Toxic Spikes. For instance, if two layers of Toxic Spikes, a layer of Spikes, and a set of Stealth Rock gets thrown, the target takes the appropriate amount of damage, and becomes badly poisoned.
