What's the significance of tutor moves, actually?

The move tutors from Black and White 2 are not part of the battle faculties and neither are they one use.

Move Tutors are actually redundant with TMs. Indeed, they've never been in the first game of a generation, apart from starter-only moves and Draco Meteor (which, notice, are moves Mew can't learn), as those are the games that define the TMs for a generation.

Why they used Tutors instead of just expanding the TM list in BW2 is a mystery to me: it was the first time (well, aside from the first generation, but it didn't even have Move Tutors) where expanding the TM list would actually have been feasible, since TMs can no longer be traded.

The point of single-use Tutors in FR/LG was to account for Gen 1 TMs that weren't in Gen 3 without having trade compatibility issues with RSE (since TMs were holdable then).

Right, I get that. But in BW2, no trading TMs.
