If People Would Stop "Manipulating" Pokemon to Get Perfect EVs/IVs, would the game be more balanced?

If people used natural Pokémon that they caught and trained in game, would competitive battles be more random and luck based rather than a game of strategy and stats?

EVs shouldn't be a problem at all; they're easy enough to train manually if you're strategic about it and careful enough, and EV training doesn't take very long if you use the right items. They're much more accessible and easy to work with than IVs.

IVs are the main problem here; they're randomized between Pokemon, so even two Pokemon of the same species, nature and EV build can be completely different depending on their IVs. So unfortunately, unless the IV system is overhauled completely, there's no true fair game.

Possibly, but hackers always find things and other people bring the info into the light. It would get sent onto the internet and that info wouldn't be hard to find.

This, pretty much. The only reasons hackers/RNGers bring all their IVs to 31 and encourage others to do so is so there can be fair matches. In theory, the randomness would "even it out on average" but that would still mean there would be a number of outliers who either had a severe advantage or disadvantage, even though they raised the same Pokemon in exactly the same way.

And instead of people complaining how they got their low IV Pokemon in hours while hackers got theirs in minutes, they'd be complaining about how they spent hours and got low IV Pokemon while a friend doing the the exact same things they did got a high IV pokemon in minutes by pure luck.

Bingo, if anything, it would be worse, an opponent could have a pokemon with better stats than you for essentially no reason.

Everyone would be okay with an advantage, no one wants to know they're at a disadvantage.
