Try this idea on for size.

When you breed a Pokemon, there's a significant percentage chance that the IVs of the offspring will be higher than the parent.

I'm thinking something like 70-80% for each stat. It's possible, even probable, that in one stat, the offspring won't measure up to their parent. But for the most part they'll be notably better.

Could even modify the percentage chance based on EVs, so an EV-trained parent would be even more likely to create superior offspring in areas of specialization.

It'd really make breeding pay off for competitive battlers.

they should just remove IV's completely and leave natures. People shouldn't have to spend days going back in forth on a bike just so they can lose to people who have action replays. It's dumb.

All IV's need are a set list of priorities to follow when passing down from parents, so that a good breeder can map out a route to the exact IV spread they want.

1) The game checks if a Power Item is being held, and passes down that IV.
2) The game then checks for up to three IV's of 31 from both parents, and passes those down (chosen at random if more than three to choose from).
3) The game then checks for the highest IV remaining from both parents, and passes that down. (Chosen at random if multiple IV's tie)
4) The game then checks for the lowest IV remaining from both parents, and passes that down. (Chosen at random if multiple IV's tie)
5) If all of the previous steps are done and the offspring is still missing IV's, THEN the game will randomize the remaining ones.

Example:
Ferrothorn (F) @Power Weight
HP: 31
ATK: 17
DEF: 11
SpA: 8
SpD: 31
SPE: 0

Bred with...

Ferrothorn (M)
HP: 14
ATK: 31
DEF: 31
SpA: 28
SpD: 22
SPE: 25

Results in...

Ferrothorn (Offspring)
HP: 31 (Priority 1)
ATK: 31 (Priority 2)
DEF: 31 (Priority 2)
SpA: 28 (Priority 3)
SpD: 31 (Priority 2)
SPE: 0 (Priority 4)

With this system, breeding is much less about rolling dice, and more about planning; rewarding the player for utilizing the tools available to them. It would only take a couple of generations of eggs to get your desired results if you know what you're doing.

No and yes. I'm saying that IV's are dumb. that's all. Do they even make a difference in competitive battling? I'm not sure.
