He would still be incredibly frail.

I used an unevolved Pikachu all the way through the E4 in Fire Red, without the Light Ball. It still wouldn't be competitively viable, of course...

It would be Deoxys-A. Assuming Rash 4 Atk, 252 SpAtk, 252 Spe:

294 Attack
438 SpAtk (Same as Rash Deoxys-N)
558 Speed (Higher than Naive Deoxys-S)

Pikachu is simply too fragile to be viable.

I've seen Pikachu destroy teams in that random team generating option on Pokémon Showdown, mind, but those teams generally aren't well built.

You guys are being mean to Pikachu, it's stats are now about the same as the strongest poke in the game (albeit without an item) and it's speed makes it even faster than most scarfers without being locked on. It can also come in on any volt switch and get another power boost from it, not to mention it resisits bullet punch and common sets can already mitigate sucker punch the two most common types of priority.

A double speed Pikachu would easily be a top tier threat, especially for it's volt turning prowness, at the very least it'll be better than jolteon whose already ou.

This sounds amazing and..I nearly forgot that jolteon was in ou I rarely see any.
