Yes, because having half your team designed to use and counter one move means the move isn't broken.
Also, I'm going to assume using Xatu to block rocks is a 5th gen thing since all he did in 4th gen was suck.
Xatu and Espeon now have "Magic Bounce", an ability that reflects non-damaging moves back at the user.
You have to switch them out on the turn your opponent uses Stealth Rock though. If you're not experienced with them, this can be hard. Stealth Rock isn't broken
