There are many Pokemon that cannot learn moves that would seem fitting.

Thinking on it, I think given its Ghost like traits, Ninetales would be more suited to Moonlight. Though really, I'd rather it just got Giga Drain for a **** you to Rock, Ground, and not so bulky Water types.

Ninetales does learn Energy Ball and SolarBeam for Grass type attacks.
