I agree 100% that it makes no sense. You can't specialize in fire magic and be considered normal. However, I don't really care either way.

I don't mind it, because most of the part Normals look like they're part Normal. Like Pyroar. Get rid of the fiery mane, and its color scheme totally becomes that of mundane looking animal, thus part Normal. Now, if the body had the same color scheme as the mane, then I'd expect it to be pure Fire.

I think part Normal-types make some sense. They're not entirely elemental Pokemon. Not to mention a Normal-type grants an automatic type immunity.
