The "earliest" you can get it is Victory Road.

In a game with little post game, Pokemon appearing for the first time only right near the end is very disappointing.

Sometime I wonder: why does GF like to do this so much? Putting some of the nicer mons right at the freaking Victory Road.

Gen 1 had evolutions of existing mons at the Victory Road and most the of pre-evos can be caught much early in the game.

Reviews are very contradictory, some say there is loads of post game. Leakers are also saying there is post game.
