Keep both just make them alternate evolution, the stone can be used just like the other stones(ie use charizardnite x stone on charmeleon).

For non-3rd stage Pokemon yes, only if they were not insanely strong. Mega Mawile, I'm looking at you.

Defnitely depends on the pokemon in question. Starters, legendaries, and already potent pokemon like lucario work best under the restrictions of Mega Evolution.

Lower end pokemon that don't evolve or get a very unique ability, typing or other gimmick (absol mainly) would be better served with permanent evos (though perhaps not with the existing mega design persay)

I want Mega Absol to be permanent.. That thing is awesome!!

Apart from the rest... they should have just ditched 'em and make regular evolutions for stuff that needed it....

If it was already a stage 3 Pokemon, then only Mega evolve. If not, Absol, Mawile, etc. then have it plain evolve.
