Yes. If they made Ice resists not only Dragon, BUT Water, Grass and Flying? Maybe not so much.

Honestly, I think gamefreak just wanted to make a new type more than having a counter to dragon.

They could of easily changed some resistants to other elements but decided to make a new type.

Because that sort of resistance makes just as much sense as why Ice is 2x strong against them. Grass will wither in cold leaving it incapable of doing anything..same basic principle can be said for Flying types.

Pokemon was never in it for the logic either way, but still. Ice just needs more resistances than itself.

I was thinking the other day that it would make sense for Ice to resist Normal. Ice is a pretty solid substance (often at least) on par with certain rocks, which does resist Normal already.

No that's not the issue. You made a even bigger problem by doing that. Flying (bar stealth rock) is a pretty balanced type why do anything that can change it. More importantly all I can say is a big WTF to anybody that want to nerf Grass, Bug or Ice types. They all need a buff so bad and GF seems dead set on making them even worse.
