Just saw this on Smogon:

"Avalugg gets both Recover and Rapid Spin, in addition to have titanic (no pun intended) physical bulk and actually decent attack. Perhaps it's not as useless as we thought.
Now it just needs a decent fourth move to use alongside its ice STAB, Rapid Spin and Recover. Does it learn Earthquake via TM? "

It's one of the 3 known spinners to have Recover - the other two being Cryogonal and Starmie.
It's also much bulkier on the physical side and it's a physical attacker rather than special, so it's not in direct competition with them.
We still don't know its full movepool and hidden ability, but it's shaping up to be pretty good so far.

Isn't it weak to Water and Ground, two of the most common attcking types?

Steel Type alone is responsible for the slow Death of the Pokemon Franchise.

I wouldn't call it "done right" because it would still be better as a fire, rock or bug type. But I would say its a defensive Pokemon in General done right.

Ice is weak to none of those types.

Fire, Rock, Fighting, and Steel. Is what you are looking for.
