I've found every color under the sun. But not white. How rare is white Flabebe?

Not that rare?

I was catching flabebes looking for a modest one and 3/15 I caught were white.

Just depends which flower patch you're in.

White Flabebes are findable when you search in patches with white flowers on them, if you're not searching in a white flower patch, problem found.

Apparently they can be found along route 7.
