You can only transfer pokemon from Pokemon Black/White/Black 2 and White to Pokemon X and Y.

Don't start this, please.

Yes, it's the same. But no, it's not the same. In previous gens, there were ways to allow the game to communicate with each other, between the GBA to the DS, and then, the DS to the DS. The same process between the DS to the 3DS doesn't work, and so GF had to create an app for the 3DS to allow transfer. Of course, it costs money to keep servers up, especially if they plan on using Pokebank for a few generations, so yes, it costs $5 per year.

They didn't have to make it an online app. It could have been local to the 3ds and yes, it SHOULD have been free.

How the hell would that function? Gen VI Pokemon are not programmed into Gen V games, so trading back would not be allowed for obvious reasons. Use common sense before posting.
