It's a smart move because there's already 450+ Pokemon you can capture already in the game. 700+ when Pokemon Bank opens up in December. Since the game is 100% new in 3D, looking at all the old Pokemon in a new graphic engine is like seeing new Pokemon all over again.
Besides, with over 700+ Pokemon, you're going to stick with using only 2% of its population anyway.

The game would have been fun regardless of the number of new Pokémon added anyway. I wanted to focus on the sheer number here, even though more or less Pokémons wouldn't have affected the game in the end.
