Definitely putting this at NU. The only thing Vivilion has going for it is that it is a faster compound-eyes + sleep powder user than Butterfree.

My prediction is: Baton Pass Team as Sweeper.

If that doesn't pan out like hyped/expected then I'd say Borderline.

I'm going for RU. Vivillion can run Sticky Web and it's decently fast for a starter bug. It's like butterfree, but faster and with Sticky Web

I'm going to say BL2 because it is too frail to be an effective quiver dance sweeper, but quiver dance is ridiculously powerful in the lower tiers.
