Which will give off a higher payoff for Vaporeon? Def EV or Sp Def EV?

Her HP is too high, so I won't worry about that. But I'm torn. Is it better to focus on Def or Sp Def?

Defense. Vaporeon's SpDef is high enough at base 95 that it can typically take a special hit without any investment, but its pitiful base 60 Def can really let it down.

I know this question might sound weird, but would it still be a good idea in some cases to invest EV's in stats they actually do excel at? For example, for Haxorus, is it a good idea to invest EV's in both Attack and speed?

Because I'm looking in smogon and this seems to be the general trend, like investing EV's in stats they actually do excel at.

Yes. If you don't EV train their superior/needed stats, you are only making your Pokémon weaker than the others.

On the topic of Vaporeon, pump its HP. While it is already high, even more investment can make a big difference in its walling capabilities.

If your pokemon is aiming to sweep, boost its good offensive stats. Haxorus never goes mixed or walls, so just pump up its attack and speed.

If it's aiming to wall/tank, boost its defensive stats based on what it will be doing. Vaporeon is fine as a general wall, especially because scald burns, so it benefits from patching its crap defense with defense and HP investment. Forretress is at its very best as a physical wall and has no business taking any special hits nowadays, so you would lean towards maximum hp and defense as well, for a different reason.
