The first of our last 3 types is Ground, the type mostly known for Earthquake, Dugtrio and Excadrill. My favourite Pokemon (Swampert) has this as a secondary type so I guess I should sorta like this type but...eh, never been bothered. Like Poison (which is also one of the few left), Ground doesn't get much representation anywhere and isn't really that notable when it does. Giovanni is remembered more as Team Rocket's leader than for the type he represents. Who the heck remembers Bertha except when making comparisons to Agatha? Clay has some character depth to him and his BW2 Gym theme is ace. He is the only one I'd probably vote for in regards to his Gym and type.

As much as I like Giovanni...Clay fit the bill of a ground leader more. It was worked better into his gym and character, he felt like the kind of dude who'd use ground types. Giovanni not as much plus he was kind of a pushover. Not that Clay is much harder, but as the last gym leader I expected more from Gio.

Clay had the best layout for the theme of Ground, especially in BW2, but Giovanni was so much better in terms of difficulty, Pokemon choice, and overall. If this was specifically based on Gym Design though, Clay would easily win.

Also I forgot who Bertha was.

...every single one of his Pokemon was a ground type, both in RBY FRLG, and the PWT. The only exceptions is in Yellow he has a Persian (to mimic anime Giovanni) and the HGSS battle he has only 2 ground types (out of 4)

Bertha used a Ground team with Sandstream + Rock Types. Clay would've gotten a mention if he actually tried to abuse Sand Rush Excadrill.

Giovanni used Nidoking/queen and the Rhydon family, and he hardly actually had any teamwork. He also fissure spammed which did nothing if you out leveled him.
