Is Paraflinch Togekiss still viable?

steel lost ghost and dark resistance, so jirachi now has 2 extra weaknesses

its stat distribution is also working against it considering the typing... Togekiss can sit its ass against a Dragon and just paraflinch from there.

Those aren't possible to get yet and even then, the IVs wouldn't be that great let alone nature if your lucky.
