What's the best way to get certain IVs, barring Power items?

Like say I want 31/30/31/30/31/30 for Hidden Power Fire. What would be the most efficient way to get those IVs, or something similar? And is there any way to check specifically what each IV is, or will I only know the ones that are max/min from that guy?

But isn't that only accurate when they're at least level 50 or something?

I've found it accurate around 20, but only after EV training, so it may not suit you perfectly.

IIRC you can check your pokes HP power now? Don't remember from what town but I know it's where you get the TM Hidden power...

Yeah I know you can check from the guy who gives you the TM in Anistar, but I just don't want an Espeon with really low speed or special attack IV in exchange for HP fire.

Battle Institute temporarily scales your pokemon to lvl 50.

And TC you can use the RNG method to get the exact spread you want if hidden power is what you're after.

Battle Institute, of course! Thanks, I completely forgot about that. Although I need a decent team... I just kinda rushed through the game to start breeding lol.

And just so I'm clear, the RNG method goes something like this

1) Get 2 Pokemon with 3 different stats each like 31/31/31/X/X/X and X/X/X/31/31/31
2) Save before getting an egg
3) Hatch the egg
4) Check the IVs to see which stats are perfect
5) Reload and switch in appropriate parents, or decline the egg

But even with that it's going to be a huge pain, right? Getting perfect HP/Def/SpD won't be hard, but getting an even number for the other three stats will.

...should I just abandon this idea and just go for 5 perfect IVs and a different move? Because I'm getting the feeling that making the perfect offensive Magic Bounce Espeon might take a ridiculous amount of time <_< Right now I'm thinking of giving it Psyshock, Signal Beam, and Shadow Ball. Any suggestions as to a replacement for HP Fire would be welcome.
