Has anyone ever breeded a pokemon that has perfect Nature, perfect ability, perfect IV and shiny?

IVs depend on the nature you want to use...

With shiny value that's no longer an incredibly hard task to accomplish... But there's no such thing as an ultimate pokemon because nature is subjective.

All it needs is a Nature that isn't neutral.

Also, I have yet to see a Modest Garchomp working well

For example, an Adamant Garchomp could do with more speed, but a Jolly Garchomp could do with more attack.

Pretty sure TC is talking about an absolutely perfect pokemon for the role you have built it for, statistically speaking.

i.e. an 'Ultimate Breloom' could be something like:

Adamant OR Jolly
Shiny
Technician
-Swords Dance
-Bullet Seed
-Mach Punch
-Spore

Adamant or Jolly could work, depending on what you want to outspeed initially for spore, special attack doesn't matter either and can be any value. This would be what the TC is talking about.

Obviously, there is more than one way to build a Breloom (or any pokemon barring Ditto, Magikarp, etc.) so it's not like only one Breloom is 'ultimate' and the rest can't compare.

I guess to put it simply: a competitive-perfect pokemon that is also shiny... have you made one? I have not yet.
