Not as a rule, I certainly love a lot of the new designs this gen and I'm fine with smaller amounts of new pokemon. Logically, if you focus less on quantity, there's more time for quality, that won't guarantee quality results though.

Normally Id say it depends what you mean by quality but I don't think theres any meaning that would make it true neither from a competitive standpoint nor from a design standpoint.

The amount of new pokemon per gen would rank them in the following order from fewest to most

6 < 2 < 4 < 3 < 1 < 5

From a competitive standpoint this would imply that gen 6 has the most competitive viable pokemon whereas gen 5 has the fewest whereas if you look at the OU tier the largest percentage of pokemon in that bracket are from gen 5.

A design standpoint is harder to argue because there's no accounting for taste so some could argue that it's true from a design perspective and those that argue for or against it will both be right and wrong.
