I understand the question is situation and war dependent. Although the game itself is completely nondescript as to what the war they spoke of in the game was even about.

The game portrays what AZ did using a weapon of mass destruction to stop the war as bad, as the main reason he did it was revenge, but in the end he still stopped the war, and the future in the end turned out pretty good, possibly in part because of his actions, even if it was a coincidence.

Depends. That's the argument people use with Hiroshima and Nagasaki isn't it? That if the bombs hadn't been dropped, who knows how long the war would have lasted, how many more casualties on both sides would have happened.

Nukes are different from AZ's weapon in the aspect that they also poison the land they are used on for many years to come. In that sense it's a combination of a weapon of mass destruction and massive biological warfare.

And in the case of Hiroshima the U.S. was already clearly going to win, the Nuke was used to speed up the victory and show their power to the world. Not to mention the Nukes were used intentionally on cities rather than military institutions.

Although where AZ actually fired his weapon is non descript as well, all you know is he killed a lot of people and Pokemon.

The story was wonky already with Lysandre wanting to save the world by wiping out all life on the planet except for Team Flare, a group of stereotype villains other than himself.

But the story with the war might have been better if they said what the war was about and had AZ using his weapon with intention of stopping the war rather then "revenge".

Doesn't exactly justify when he used it for the 1st time to revive his Pokemon in exchange for the lives of many others though. Not that it would be justified if he intentionally used the weapon to stop the war, that's opinion and situation dependent.
