For example, a combo such as Leech Seed and Flamethrower. Is there a Pokemon who can have both of these moves? I want to know 2 moves that have never been together before. Don't use Signature, or event moves.

Yeah, no Smeargle, or moves with very little distribution such as Rock Wrecker or Transform.

Also, just a random duo but Thunderbolt and Razor Leaf.... or do you consider Razor Leaf to have very little distribution?

If I'm not mistaken, Gourgeist (and Pumpkaboo) should be the only pokemon capable of learning both these moves itself.

There is nothing that can learn both Thunderbolt and Razor Leaf together. In fact the only grass type that can even learn Thunderbolt is the Ferroseed line, but it doesn't get Razor Leaf (which is exclusive to grass types with the sole exception of Flabebe's line).
