Evolve first or ev train first?

Hi everyone

I have just returned to the competitive battling scene and I'm rather rusty from my knowledge of ev training.

I would like to confirm whether there's any difference in the end stats of a pokemon at lv100 if I decide to fully ev train it then evolve it.

For example,
I have a shellder which I bred at lv1, I decide to fully ev train it and it reaches a certain level by the time it's fully ev trained. Next I use a waterstone to evolve it. At lv100 does the cloyster obtain the highest stats possible?

Or is it a MUST to evolve all pokemon first before ev training them?

I EV train first so they don't get the wrong EV's leveling up.
