Can evolved Pokemon Relearn "Start" moves?

If an evolved Pokemon has a Move listed as a "Start" Move that their pre-evolution can't get, does that mean you can use the Move Relearner to teach it to them as soon as they level up?

Particularly, I'm looking at Chesnaught's Belly Drum...

I'd like to simply Relearn BD on my Chesnaught, rather than having to breed a new one with an Egg Move. I haven't got to the Move Relearner yet, though, so I can't check for myself.

This. Chesnaught doesn't learn Belly Drum by leveling up to begin with. It is one of its "default" moves which can only be learnt at the Move Relearner.
