Making Fairy weak against only Steel and Poison, but not giving those two types any halfway decent attacking moves with good distribution.

Nobody is going to use Steel or Poison coverage until they can hit more types that don't already have weaknesses to more common coverage types.

Assault vest Empoleon makes great use of flash cannon though.

Note the bold.

All Fairy has really done for Poison and Steel offensively is encourage the use of it as STAB.

It's still too weak to be worth consideration as coverage in almost every situation, as there aren't enough Fairy types in the game, plus the ones that do get much use are mostly too durable to be threatened by Poison/Steel coverage (Plus it doesn't even hit two of them for SE damage...), whereas they can almost always OHKO you.

They need to redo Poison and Steel's offensive match-ups on a larger scale if they want them to be used more, especially when considering how many Fairy/whatever type combos can nullify the Poison and/or Steel weakness while giving them a weakness to a better coverage type.
