create a new type that is strong against every other type except for Ice that is immune to it.

Melt the Ice Pokemon so they will be part Water instead of Ice.

Add Water resistance
Make Rock neutral towards Ice
Give Ice types a powerful Ice type move that only Ice types can learn and that has an actual benefit over the whor.. uh I move Ice Beam
Make Hail raise defense of Ice types, similar to how Sandstorm raises Special def of Rock types
Steel Type alone is responsible for the slow Death of the Pokemon Franchise.

resist fairy, water and maybe dark. Really, IMO, the only way the ice type can improve as a whole is by adding resistances. Adding a new coverage move did nothing but buff mamoswine, adding a new move that guarantees freeze would do nothing but buff smeargle, buffing hail would do nothing but buff abomasnow and +1 def boost won't cover up most over their weaknesses, buffing freeze in general would ruin the game and buff any pokemon that learns ice moves. Seriously, so many ice types want to be defensive walls or bulky attackers, but they can't because they're unable to take any tank because everything has a SE move and they can't tank well because everything hit them for neutral damage.

How to buff Ice type:

New Ice type match up chart -

Strong vs. - Grass, Dragon, Ground, Flying
Weak vs. - Fire, Steel
Ineffective vs. - Ice

Strong vs. - Water, Ground, Fairy
Weak vs. - Fight, Fire, Rock, Steel
Immunity - Ice

Fairy (which currently has the gall to be one of the best attacking types with neutral coverage) is resisted by Ice.

Changing ice to ignore the logic and resist water type attacks. Its not like water is a bad attacking type, with only electric (frail), grass(not too shabby but horrid offensively) and steel/dragon(good typings) resisting.

Ice types cannot hurt other ice types. I'd be tempted to make it heal them. After all. If rock/fighting/steel chips away ice. I'd wager being hit by an ice ball, ice beam, snow powder or any other ice type move, would likely add significant body if the opposing ice type is super-cooled allowing the impact to be mitigated and add the ice mass to its body. So the pokemon is effectively acting like anime psychic types who can create barriers of rock and such.

It also helps counter act the Bolt-Beam combo and makes an excellent pairing with a Dragon.
Ice types can't deal with the new ice type well. And fairy types would be resisted.

Ground i also put as a resist. Lets just believe the ice types would slide over the top of the quaking earth.

Should be enough of a buff. Its still got its major weaknesses. But its got some useful resists so you can actually bring them in without compromising their integrity.
