Not the move itself, but from what pokemon with what item, ability, etc. but not including stat boosts. Basically, what is the strongest attack without any stat boosts. Also, it has to be a neutral hit, not super effective (it would be different if I asked for highest damage output possible or something).

I'm thinking the most powerful attack is a choice specs Water Spout from Kyogre in the rain (modest 252 evs in sp atk), but maybe there's something else?

252+ SpA Choice Specs Kyogre Water Spout (150 BP) vs. 252 HP / 4 SpD Blissey in Rain: 517-609 (72.4 - 85.2%) -- guaranteed 2HKO after Leftovers recovery

I mean, I know Shuckle is still the highest damage-dealer in the game with an optimal setup, but I'm not sure if it still is in this context. Technically speaking, you could also get Trick'd a Choice Band after using Power Swap and that would be even stronger (and isn't technically a stat modifier)

Choice Specs Deoxys-A Psycho Boost on any neutral target.
Pretty sure.

I mean Base 180, Stab and BP140 move.

Don't think anything aside from a Regigigas (Base 160, Stab, BP250) Explosion hits any harder.
But it doesn't learn it iirc so eh.

EDIT: Ah, didn't see it. Including Abilities/weather.
Then Probably that Kyogres water spout in rain yeah.
