I don't think any methods of increasing your odds of a shiny existed back then (I could be wrong) but that means you'd be stuck with 1/8000 something odds

This, I think is the only way to actively alter your probabilities in Generation 3 games. The Masuda method didn't exist until Gen 4, and the ability to pass shininess down by breeding was removed after Gen 2 as part of the data overhaul.

Yes. It is quite difficult due to how time consuming it would be. They are very rare.

You're better off learning the entire process via Smogon than expecting a single user here to explain it for you.

It definitely isn't a straightforward task; especially in Gen III games. Smogon has the entire process outlined.
