the moves it would normaly learn trough leveling up. and. in most cases. its previos evolution form moves as well. i suggest checking here

ah ok. well Most egg moves cant be re-learned from the move relearner. TM's as well as moves that a move tutor would have given them in a previous game. are the same

^ ...bred egg moves can be relearned this gen. (e.g. my Espeon can definitely relearn Wish)
I also think the poke has to have learned pre-evo moves at some point too (e.g. stone evolutions, Baton Pass for eeveelutions etc.) ... else the relearner won't be able to teach them.
Anyways there are pokes that can (only) learn certain moves through relearning them ... e.g. Reflect Type (Tentacruel) ... just finished doing all the pre-work for that super-gimmicky joke of a Castform i'm breeding atm, and i ran out of heartscales (that's why i remember lol)
... i'm 99% sure it's not going to win a flowerpot in random online (but i'll try to get a few legendaries i miss with the breeding rejects holding starf berries)
Anyways in case of Pikachu, you can only miss out on Charm, Sweet Kiss, Nasty Plot (pre-evo moves ---> Pichu) ... and Volttackle (--->let a pikachu hold lighting ball when breeding Pichu. I think it's passed down like an egg move once it has been learned by a parent) ... you'll need to check the other egg moves yourself (as i really have no intention to use Pikachu ... EVER) ... also make sure to teach it all the level-up moves proir to using a thunder stone.
