So i just opened my copy of the game and was greeted by a 2 page piece of paper with a dual shock 3 on it and the controls for this game. It doesn't even have a front page! Are they serious with this?

Capcom has been doing that for a while. Its to save tree (money).

RE6 had no manual, Dragon Dogma: Dark Arisen has no manual, ect.

I thing the last game to have a real manual was Street Fight X Tekken.

Mass Effect 2 and 3 didn't have one either and theirs was literally a piece of paper that said 'the manual is in the game.'

I just checked to be sure and yes RE6 has a 8 pages manual. It's not much but it's still a manual. For RE Revelations it's just 1 single piece paper folded in the middle. >_>

Digital manuals are where it is at now...unfortunately. In a year or two it will be very rare to have one with a game that's by a mainstream company.

Isn't it 6 pages because of French and Spanish?

This is what the real manual was supposed to be:

Capcom told us to download the PDF and print it ourselves.
