Clearly, you have no knowledge of how business works; nor do you watch WWE television, otherwise you would know that the whole purpose of a business is to make money. Of course they planned DLC to come out later, whether or not they finish it. 50% of games do this, so they can make more money. The gaming industry took a hit when their $600 ps3's and xbox360's dropped in price - supply and demand, they made up for it by adding extra content.
