How does scaling work?

There are some runes that say they lower enemy scaling, how do those work? When I pause the game with enemies on screen their level shows and it's far below mine in the starting area so what would be the point of using this? Does it only work on bosses?

the more rooms you go through the higher level the enemies become.
The grace rune slows this progression through the enemy levels down but I'm not sure on the exact scale or figures.

Alright thanks, I thought the enemies scaled up by area, like castle-forest-tower-dungeon.

Stronger enemies appear in later areas but we are talking about enemy levels, not which ones appear.

And while at it, how much less reward do I get? I didn't any gold reduce like when locking the castle.

I think higher level enemies drop more gold, so it's more a matter of less coins appearing than of each coin giving you less money (the latter is what happens with the architect locking the castle IIRC).
