Yep, the screen is a 1:1 copy of the TV, so you can do it anytime.

Yes, you don't even need to select an option in a menu or anything. The GamePad displays the same picture as the TV at all times.

There are a few touch-based stages where it's honestly easier to play the entire stage looking at the gamepad.
