It's not "patched", they simply used the most recent build of Disgaea 4 to make the Vita port, so all the various fixes and improvements (and indeed additions, such as all the DLC the PS3 version had) form the core of this new version - to which they added two new scenarios and plenty of other fixes, tweaks and the occasional feature from Disgaea D2.
There has been one supplemental patch for the US version of the game which fixes a number of errors and bugs (most notably the Euro symbol bug), which you could theoretically miss if you choose not to patch or keep your Vita away from wireless networks, but it's impossible to put the game in a state where the PS3's RosenQueen bug was in effect since that's already fixed on both the gamecard and in the digital version.
