need help finding tm13 (ice beam) in yellow

i have looked in celadon dept store for it but it isn't there.
do you need to do a special task (like beat the game) for it to be sold there?

Well, in Blue the little girl gives it to you when you give her the water from the vending machine. IDK about Yellow.
