I don't play a LOT of games on the PC. The only game I have is Elsword, but want to play more PC games such Phantasy Star Online 2 (If it gets localized) and TERA Online for example.
The PC I have right now is roughly 12 years. And being budget conciouss, I don't want to spend like 1,000 dollars.

Not good for gaming at all. You might be able to get a gaming PC for $400. Someone else might help you with that. I can't right now though, sorry.

That PC is using a really low-end processor and integrated graphics. Based on the form factor (layout/size) of it, you won't be able to upgrade to a video card (or at best, a low profile one which won't be much better). Anytime you see "Intel HD Graphics" on a PC, that means it's not for gaming.
And yes the processor is bad too. --- i5-2500k @ 4.3ghz | 8GB DDR3 | Nvidia 670 2GB | 1TB HD x2
