Laptop doesn't save any changes or data when turned off,

My cousin's laptop wouldn't fully boot to windows, so we resolved things by setting it back to factory default. the system boots up fine now, in fact I'm on it right now, but when it's turned off ever change we make is unsaved and it simply reverts to how it was when we first booted it up after the restore. Does anyone know what's wrong?

Maybe you're booting back into the factory default partition every time?
