I went into device manager and changed my bluetooth drivers to the first generic one on the list, which actually allowed me to pair the wiimote to the Dolphin emulator perfectly.

The only problem with this is now none of my other bluetooth devices work (wireless mouse and keyboard). and my bluetooth settings say the antenna is disabled despite the wiimote being paired.

So either I can use my mouse and keyboard or I can use my wiimote, not both. Really annoying.
