All the content on the new system is sent via HTTP; this is more firewall-friendly than the current system, and will automatically take advantage of web-caching proxies installed at ISPs.

DC universe is rather large.

Maybe under frustration he will release HL3 and use the funds to upgrade the servers to ultimate servers.

The only way this might work is if you were running a botnet and were able to write a program to get all of the PCs on it to download the Steam client and create accounts, then all begin downloading a large f2p game at the same time.

However, I think the real question here is, why would you want to bankrupt Valve?

Enjoy doing that. Valve have already specifically mentioned they tripled their servers capacity before, so even if the current user base max out their connection downloads gigs of data simultaneously the load is more than enough for their network to handle and new users as well.
