Any of Bethesda's games really. You can spend quite a bit of time just meandering about.

Yeah, I second Fallout 3, but you should get New Vegas instead as the dialogue is a lot more well written.

Fallout: New Vegas. Great dialogue and the combat is fun. There can be a lot of walking.
