In-game could meant in-game engine as in the game render engine, so the term is also correct but crude. However bear in mind a game or any game out there use multiple engine to power the game from ragdoll to audio effects, the variables and combinations are many. GTA4 in this case ultlize the same engine as you experience them in-game to properly render their cinematic sequences.
