Here are two examples of what I am trying to figure out, is the better deal:

Example 1 has Intel HD Graphics but has an i3 with 2.2 ghz speed

Example 2 has ATI HD 6320G but has below average processor: AMD e series dual core e 450 Processor 1.65GHz

Generally, if this computer was used for let's say photoshop, videos, browsing the web, and emulation, which is the better example to go with?

Any other specification for the laptop remains equal for both examples (both have 4GB ram etc. etc.)

The first one. Emulation generally requires a better CPU.

Even at the same speed, the i3 will kill anything AMD has to offer for emulators.
i5 2500k at 4.5ghz - Sapphire 5850 crossfire - MSI Z68A-GD80 - Seasonic X 750W - GSkill 16GB - Crucial m4 128GB - NZXT Beta EVO

The AMD HD 6320G isn't actually better than Intel HD 3000.
