You can make a very decent machine on that budget, one that will play any game currently out, so long as you turn the video settings down.

i know some people that want to get a desktop pc but dont want to spend money, and would rather buy a tablet for games (lol)

For $400 craigslist is a good route as well. Find someone listing a pc for $5-600 and low ball them, people need cash fast, they'll sell.
