Google Chrome is underlining a bunch of different words on various websites that when hovered over lead to a definition provided by Text Enhance. I've been trying to get rid of it for a bit by clearing my browser cookies and looking in my extensions but it isn't disappearing. I only have three extensions and none of them are Text Enhance and disabling my cookies did nothing.

This. Not sure if it's a cookie or some sort of virus. You do have to manually get rid of it. I had it happen to me about 6 months ago. --- Gamefaqs game rating system : 9-10 = Best Game Ever. 8-9. Major dissapointment. 8 and below : Garbage. This is getting ridiculous. people who agree so far = 72
It sounds like you probably installed something you shouldn't have - a shady codec package, browser toolbar, or something. Some things that can infect you with it include packages called Codec C or Codec M, or the StartNow toolbar. Removing any/all of those elements seems to do the trick to get rid of that malware.
